Kawhi Leonard Cleared for Raptors Trade

The NBA will not suspend Kawhi Leonard or void his contract after a nearly year-long salary-cap circumvention investigation, clearing a major hurdle for his proposed return to the Toronto Raptors, per CBS Sports and Sportsnet. The league instead fined Leonard $700,000 and hit the Los Angeles Clippers with a $30 million penalty plus five first-round picks from 2029 through 2033.

"As I return to Toronto, I am focused on what I can control, closing this chapter, and moving forward with a clean slate," he said in a statement released through new agent Harrison Gaines.

What the NBA handed down

The league said an independent investigation by Wachtell Lipton found "a pattern of misconduct and multiple significant rules violations" by a Clippers organization it called a prior offender of cap-circumvention rules. Owner Steve Ballmer was suspended from all league and team activities for one year. President of business operations Gillian Zucker was suspended without pay for a year. President of basketball operations Lawrence Frank was suspended without pay for six months. Leonard's uncle and former business manager Dennis Robertson is banned for five years from doing business with NBA teams on behalf of any player.

Commissioner Adam Silver called the violations flagrant and said the severity of the penalties matches the seriousness of the misconduct. The NBA and the players' union agreed the penalties are final and binding. The Clippers "vehemently reject" the findings, called the investigation biased, and said they will challenge the penalties in arbitration.

Why the Raptors trade was frozen

The proposed deal, per Sportsnet, would send Brandon Ingram, Gradey Dick, two unprotected first-round picks, a 2027 pick swap, and two second-round selections to Los Angeles. Toronto waited because the league had warned that completing the trade meant assuming the risk of any discipline still hanging over Leonard.
